A Memorandum of Understanding for Scientific Research between:

  • The Directorate General for Research and Extension, Ministry of Agriculture and Water Resources (MoAWR), Erbil,
  • The Faculty of Agricultural Sciences, Sulaimania University, Sulaimania, and
  • Kosar Company for Agriculture and Poultry, Ltd., Erbil.

Introduction

To act on our mutual understanding and sincere belief that scientific research is the cornerstone of successful livestock production, the Directorate General for Research and Extension, MoAWR, the Faculty of Agricultural Sciences, Sulaimania University, and Kosar Company for Agriculture and Poultry, Ltd., have agreed on a program of cooperation.

It is clear to all that the difficult economic situation of the Suliamania regional government 1) has led to the reduction of government support for scientific research, 2) that this reduction has negatively affected higher education institutions and scientific research in the region, and 3) that this has led to tragic effects on human development. We agree that we must come together to address this problem.

Kosar Company for Agriculture and Poultry, Ltd., which is one of the leading companies in the poultry industry in the Kurdistan Region and Iraq, has, for many years, actively supported applied scientific research especially research related to the poultry industry. Kosar Company will continue this work through the adoption of this Memorandum of Understanding for Scientific Research in partnership with two government offices, one representing Higher Education (the Faculty of Agricultural Sciences, Sulaimania University) and the other representing the Kurdish Regional Government's program of applied scientific research (Directorate General of Research and Extension, MoAWR, Kurdish Region of Iraq).

Objectives

This Memorandum seeks to define a program of cooperation between the scientists of the Directorate General for Research and Extension, specialists in the Department of Zoology at the University of Sulaimania, and scientists of Kosar Company, to design and implement a series of scientific research projects. These field and laboratory scientific experiments will 1) address problems in the regional livestock sector, especially poultry, 2) explore ways to solve these problems, and 3) test commercial products from the several international companies from Europe, North America, and elsewhere for whom Kosar Company is the exclusive agent in Iraq in order to verify their usefulness under local environmental conditions.

The conditions of this Memorandum

1. Scientific research decisions shall be made by a Scientific Committee formed by the General Directorate for Research and Extension, MoAWR, the Faculty of Agricultural Sciences, Sulaimania University, and Kosar Company for Agriculture and Poultry, Ltd.

2. Kosar Company will to finance scientific research approved by the Scientific Committee as follows:

2.1. Provision of research supplies and test samples for scientific research depending on the materials available to Kosar Company as agent for several international firms, or as available in the local market.

2.2.  Provide funding for meetings or scientific seminars to present research results to stakeholders in the livestock sector including veterinarians, agricultural engineers, livestock owners and breeders.

2.3. Pay fees for printing and publishing research results in local or international scientific journals, and support participation in scientific conferences.

2.4. Provide animals and chickens for research purposes if not already available to scientists of MoAWR or Sulaimania University.

3. The Faculty of Agricultural Sciences, Sulaimania University and the General Directorate of Research and Extension, MoAWR, shall provide the following:

3.1. Appropriate sites and facilities for conducting the approved series of scientific experiments.

3.2. Specialized laboratories to conduct analysis of the results of experiments.

3,3. Adherence to the dates and schedules agreed upon in the research plan approved by the Scientific Committee.

4. As the scientific experiments mentioned in this memorandum may require access to large numbers of animals, the plan for handling the animals when the research is completed is as follows:

4.1. Researchers have the right to conduct tests as described in the outline of the experiment that is approved by the Scientific Committee.

4.2. A Sales Committee shall be formed by the three parties for the purpose of disposing of experimental animals after completion of the relevant experiment.

          4.3 Revenues from the sale of experimental animals are to be set against the total cost of the experiments and the base cost returned to Kosar Company.

          4.4. If, after the deduction of the base cost of the experiments there is a profit from the sale of experimental animals, this profit shall be distributed equally between the Faculty of Agricultural Sciences, Suliamania University, and the General Directorate for Research and Extension, MoAWR.

4.5. In the event of a financial loss, Kosar Company shall bear the burden of that loss.

          4.6. When the research aims for the improvement of offspring or other animals with improved genetics, the improved animals shall be retained by the relevant partner for continued studies of the genetic traits.
